SPRINGFIELD — A major reconstruction of the roadways surrounding the X intersection in the Forest Park neighborhood was nearly derailed over a last-minute and seemingly routine City Council vote Monday night.
The vote to accept 132 land takings totaling $569,900 — four are permanent, and 128 are temporarily needed for sidewalk construction — was necessary before the state opened construction bids on Tuesday, but city councilors aired concerns about having to make the approval at the last minute.
